It's coming. ....2009......And I can hardly wait! 
I'm closely following production of it. As of right now, David Ellis (Cellular, Final Destination 2, Snakes on a Plane) has been assigned to direct. That's all the details now. I'll keep posting more details as they become available.

Brief Sypnopsis:
Everything began with Billy, a graduate student at a ski resort with his friends on what's supposed to be the most impacting day of his life. When he escapes disaster unlike any way that had been escaped before, Billy understands the true face of fate, and what must be beaten in order to escape Death and its future consequences.

Here are some problems I find with the article:
1) Entirely too soon to release. Yes, the SAW movies take less than a month to film, etc, but the FD movies take about a year to make. They've got less than a year, which is much less than the others.
2) The character name Billy was already done in the first, so I can't see why they would have another character named Billy
3) David Ellis is signed to direct, not James Wong.
4) Sept. 10 is a wednesday. Why release a movie like this on a wednesday? Movies like this are released on fridays.
5) If the release is correct, why would they release a movie about mass-death and destruction a day before Sept 11?
6) I can't find the story on any other sites like ComingSoon.net and BloodyDisgusting.com.

Yes, I am. I'm a huge fan of the FD movies. I've seen all three dozens of times, know all the trivia, stories, etc. I closely followed production for Final Destination 3 and everything.
As for 3D, they talked about 3D for the 3rd Final Destination ("Final Destination 3-D"), but that was rejected. They will probably reject 3D idea for the fourth one too.

BD Horror News - 'Final Destination 4' Opening REVEALED!

I've always quietly wondered about people who like blood and horror movies ... like what is it that attracts you all to such violence and gore? I've seen all three FD movies but I didn't enjoy them at all.

It's human nature to want to see beautiful young people die brutally. That's why there were gladiators in Roman times and that's why we have all the SAW and Hostel movies. Some people are more extreme than others, but every person wants to see blood and violence.
Here's a question: since you say you don't like gore and violence, why did you see all 3 Final Destination movies? The answer is that you want to see what kind of deaths happen in the movies. That's the bloodthirsty human nature that's in each and every one of us.
And I'm saying all this from a psychological perspective, not a schizophrenic point of view.
