So I'm up to my eyeballs in debt, have no current job prospects, and I have a friend who is offering to pay off some of my debts. Is there a way to pay off medical debts and tax debts online?
I'm sorry if my insensitivity toward your beliefs offends you. But guess what - your religious wars, jihads, crusades, inquisitions, censoring of free speech, brainwashing of children, murdering of albinos, forcing girls into underage marriages, female genital mutilation, stoning, pederasty, homophobia, and rejection of science and reason offend ME. So I guess we're even.

you can add most creditors as a "bill" or "payee" through your bank online. and your friend can email transfer you the money, depending if your bank and their bank supports that service.

This friend lives in England. Will it be a huge problem to convert the English pounds into American dollars?

Dont do it through the banks.

Use XE.com. I've used their services, and they have wayyyy better conversion rates. If you're not in a terrible hurry, they're a damn good choice.
