Default No Jizyah on Cyprus, during rule of Caliph Uthman ibn Affan [ra]

When Cyprus was conquered. Caliph Uthman [ra] did not impose Jizyah on the non-Muslims as he was not sure whether he would be able to protect them against foreign invasion.

Not sure what you mean by that. Jizya is a tax for protection. If that protection can't be granted, then no tax is applied. If the tax is enforced but later developments after that tax has been collected which prevents the protection from being guaranteed, then the money must be returned. This happened before the Battle of Yarmook in which bin al-Walid couldn't guarantee their safety (Al-Baladhury).

Not sure if that qualifies as wiggle room. It's just the law.
