I think we should be consistent. It is not consistent to condemn only the Muslim terrorists. Neither is it consistent to condemn only the state terrorism done by the West.

Rather, we should condemn both. The Prophet [s] said that we should help both the oppressed Muslims as well as the oppressors from amongst the Muslims. We help the oppressed Muslims by opposing the state terrorism done against them, and we help the Muslim oppressor by preventing him from oppressing and sinning against his soul.
