Using the Quran and Hadith, are "Shariah Police" allowed to force women to wear e.g. veil?

if by veil you mean niqab, then no. if by veil you mean hijab, then yes, definitely. the basic islamic standard of modest dress is enforced on both men and women in a society governed by the laws of islam. pretty much every nation on earth has historically had a dress code based on standards of modesty.. enforcing the shariah standard of modesty is no different from a cultural standard of modest dress being enforced by any non-muslim nation.

you have a point. there's nothing unislamic or inherently wrong with a muslim government enforcing niqab. i guess it'd also depend on what madhab the land was primarily following and governed by, the condition of the people and the society, culture, etc.

I think it's because in matters of qadaa, the qaadi has to take into account all the various madhhahib and should avoid shoving one madhhab down everyone's throat. And since there's a "valid" ikhtilaaf over niqaab, it can not be forced upon anyone.

I think not if there are multiple madhhabs. I would like to call to your attention the incident that took place between Imam Malik and Khalifah Haroon al-rashid, the Caliph wanted to make his muwatta the official source of fiqh and Imam Malik refused. It shows that even the great jurists disliked it.
