Imam Baha'uddin Al Maqdisi said:

Imam Ash Shawkani said:
"And the narrations of this chapter prove that it is not permitted to kill women and children. Those that forward this stance are Imām Mālik and Awza'i. For both of them it is not permitted to kill either in any situation, even if the people of war (Ahlul Harb) shield themselves with women and children, or fortify themselves in a fortification, or if they are upon a ship and have placed with them women and children it is not permitted to catapult them or to burn them out. The Shafi'i and Kufan jurists (i.e. the Hanafis) combine all of the narrations and state that if a woman attacks you, it is permitted to kill her". ("Nayl Al Awtaar", Volume 5, Page 460).

Imaam As San'ani said:
"About the saying of the Prophet: "Go out with Allah's name upon Allah’s path and fight with those who disbelieve in Allah. Do not indulge in Ghulul (stealing from the war booty), or be treacherous, or mutilate, and do not kill a child”. (Sahih Muslim) ... And these (acts) are forbidden by Ijma' (consensus of the Muslim Scholars)". (Subul As Salaam Vol. 4, Book of Jihaad).

Abdullaah Ibn Abbas said:
“But let him not commit excess in slaying”. (Qur'an 17:33), if he kills the killer of the victim. Thus, he should not kill other than the killer himself; it is also said that this means, according to another reading: DO NOT kill ten people to avenge the killing of one person”. (Tanwir Al Miqbas min Tafsir Ibn Abbas 17/33).

Ibn Kathir said
“But let him not commit excess in slaying”. (Qur'an 17:33), They said: This means the heir should not go to extremes in killing the killer, such as mutilating the body or taking revenge on persons other than the killer”. (Tafsir 17/33).

Imam At Tabari said:

Meaning, do not kill children, women, and those who pay the Jizyah from the people of the books and the Magians. "Indeed, Allaah does not love those who trangress". (Qur'an 2:190). Meaning, those who transgress his scared limits. They make Halal what Allaah has made haram (forbidden) upon them by killing Mushrik women and their offspring". (Tafsir At Tabari 2/190).
