The Shafi'i madhab deems singing nasheeds, recitation of Qur'an to be makruh, so its not 100% halal. However, they hold that it becomes haram if there's a fear of fitnah. So it depends on the circumstances. Nonetheless, the operating principle behind the prohibition for all four madhaib is not that a woman's voice is awrah, but there's a fear of fitnah.
In terms of leading to fitna, I think its a case by case scenario. If people are singing nasheeds in an inappropriate manner (guys and girls mixing or acting in a manner that doesn't befit a believer), then thats a pretty clear indication of its inappropriateness.
