Nowgam, (Handwara), June 18: Alleged attempted rape of a 23 year old girl by the troopers of 161 Territorial Army (TA) sent shock waves in this frontier district on Wednesday.
According to locals, on this afternoon three soldiers of TA tried to outrage the chastity of Rifat (name changed) daughter of Ab Rehman Khan while she was grazing her cattle in the upper reaches of forest in Bungus area of Handwara.
Nargis, according to eyewitnesses was “100 metres” outside her ‘Bahak’-place of animal grazing and three TA men hiding in bushes in drunken state tried to rape her. But Nargis raised an alarm. “ Had her family members not reached on time, the beasts would have outraged her chastity,” the locals alleged.
Police said that they are unaware of the incident and no FIR has been registered. “We can take action only after an FIR is lodged by someone,” a Police official said.
When contacted Army’s Srinagar based spokesman said, “Actually the trio was in a drunken state and were roaming in the forest. An SPO and two TA men tried to molest the victim. They were not allowed to succeed in their designs by the army men who reached there after victim raised the alarm.”
[Note: In the 19 years of armed conflict in the U.N. recognised disputed state of Jammu & Kashmir, there have been many allegations of rapes and molestations particularly against the Indian troopers. A 1994 United Nations publication (E/CN.4/1995/42, pp.63-69) says that 'during 1992 alone, 882 women were reportedly gang-raped by Indian security forces in Jammu and Kashmir'.
According to the Kashmiri-Canadian Council, more than 6,300 Kashmiri women have been raped. According to a report by Human Rights Watch 2001 "Rape is used by the Indian security forces to attack Kashmiri women suspected of sympathizing with Freedom Fighters."
Women separatist leader Aasiya Andrabi attributes the absence of rape in the report to "well entrenched Indian policy".
"Basically India uses rape as a war crime and they don't treat it as a HR violation. So it employs all curbs and other tactics on the rights groups to pressurise them to desist from publishing it".]
