Perhaps then you can refer to some tafseer about the ayah? There's like 7 different codes for dressing for Muslims. You can also look into them. I may be mistaken, but modesy is one of those codes.

So, you know that certain very isolated tribes won't wear clothing. They walk around next to naked all the time, with ladies only wearing grass skirts if anything at all. Now, if you walked into their tribe dressed all Islamically, you would get TONS of attention (a lot of it negative). Your dress would definitely be "flashy" and so forth. That would seem to be the opposite of modesty right?

So, if you were an aid worker in those places, should you "go tribal"

Similarly, if you get tons of attention dressing modestly and face comments from your co-worker, you tend to wear brightly colored hijabs - or flashy/showy/bold (whichever it was) as you described it, instead of black?
