Maine middle school to offer birth control

School board approves pills and patches for students ages 11 to 13

PORTLAND, Maine - Pupils at a city middle school will be able to get birth control pills and patches at their student health center after the local school board approved the proposal Wednesday evening.

The plan, offered by city health officials, makes King Middle School the first middle school in Maine to make a full range of contraception available to students in grades 6 through 8, according to the state Department of Health and Human Services.

There are no national figures on how many middle schools, where most students range in age from 11 to 13, provide such services.

“It’s very rare that middle schools do this,” said Divya Mohan, a spokeswoman for the National Assembly on School-Based Health Care.

The Portland School Committee voted 7-2 for the measure.

Chairman John Coyne voted against it, saying he felt providing the birth control was a parental responsibility. The other no vote came from Ben Meiklejohn, who said the consent form does not clearly define the services being offered.

Opponents cited religious and health objections.

Diane Miller said she felt the plan was against religion and against God. Another opponent, Peter Doyle, said he felt it violated the rights of parents and puts students at risk of cancer because of hormones in the pill.

A supporter, Richard Verrier, said it’s not enough to depend on parents to protect their children because there may be students who can’t discuss things with their parents.

Parental permission required
Condoms have been available since 2000 to King students who have parental permission to be treated at its student health center.

About one-fourth of student health centers that serve at least one grade of adolescents 11 and older dispense some form of contraception, said Mohan, whose Washington-based organization represents more than 1,700 school-based centers nationwide.

At King Middle School, birth control prescriptions will be given after a student undergoes a physical exam by a physician or nurse practitioner, said Lisa Belanger, who oversees Portland’s student health centers.

Students treated at the centers must first get written parental permission, but under state law such treatment is confidential, and students decide for themselves whether to tell their parents about the services they receive.

Five of the 134 students who visited King’s health center during the 2006-07 school year reported having sexual intercourse, said Amanda Rowe, lead nurse in Portland’s school health centers.

A high school in Topeka, Kan., stopped providing free condoms to students Wednesday after district officials learned of the month-old program. The district has a policy against providing contraceptives.

how can they just 'stop the sex', it requires a MAJOR overhauling of the entire way in which the society thinks and acts, in ALL spheres, not just in school. Starting with the values parents should be teaching their kids at home and going right up to the media & advertising sector. Perhaps it needs something similar to Jamie Oliver's healthy school dinners campaign in the UK - that involved the whole spectrum of society and look at the effect it's had on food marketing and even the government.

You can't expect schools to shoulder the sole responsibility of changing people's basic attitudes towards something that's this ingrained in Western life.

This is sad. When I was in Grade 6 Boys still had cooties and were 'eek'. We didn't even know what birth-control was.

these programs almost always lead to better outcomes. programs cooked up by self righteous people have a very poor track record

for example, "Abstinence Only" has been shown to be less successful than programs that promote condom use in preventing HIV infection and other negative outcomes.

While it is comforting to think that wagging your finger in a kid's face and telling them not to do something will be enough, the evidence suggests that this isnt the case.

Um... children in elementary school aren't sexually active. They by and large haven't yet reached puberty.

i heard about this yesterday
its crazy that kids that young are having sex. but since it cant and wont be stopped, i guess offering BC is the smart thing to do. id rather have an 11 yr old having "safe" sex than having an 11yr old having sex and getting STD's and bringing another stupid child into this world.
its the lesser of two evils i suppose.

in seventh grade, a girl in my class got pregnant. she used to sit next to me...i saw her, through the whole year, get bigger and bigger. i remember, one day, we had a substitute and she was desi/muslim. she was shocked when she found out and asked me why i was sitting next to her...i was like, we have assigned seatings

but yeah.....Astagfirullah, its sad how children just do things without thinking.

I'm curious, how many children around the age of 11-13 are actually aware about uh, 'these' things over there in the U.S [West in general]?

probably less than the number who are aware of sex in some rural village or urban slum in a third world country... but a good proportion

many.
i remember doing sex-ed in grade 4 (i was in a grade 4/5 split class).
i remmeber in grade 5 and 6 people started dating. there were girls having sex starting in grade 7.

i was in grade 7 like 9 years ago. and we all know each generation is getting worse and worse. so, its probably a good thing (offering BC).

It's crazy that kids that young are having sex but the fact is kids that young are having sex and unless we want a bunch of 13 year old parents racing their strollers around the school playground, precautions need to be taken. Precautions that include offering birth control to the sexually active students. Own up to reality and take control.

bluey: I'm curious, how many children around the age of 11-13 are actually aware about uh, 'these' things over there in the U.S [West in general]?

Maybe with the exception of a handful, all that I have met.
