I guess they were tired of people peeing on phone booths... they could use those around Latin America for sure. In fact the unwritten code of peeing seems to be a lot more liberal just about anywhere I've travelled outside of Canada/US
It's Manchester- I think the council got tired of drunk people peeing on buildings and in grassed areas so they created these.
