Im not sure what the exact rulings would be, but I would probably recomend starting off growing what youre comfortable with, something is better than nothing, just keep the intention of growing it out of the love for the Sunnah inshaAllah.

I'm going to keep shaving my face till Ramadan starts. Then when Ramadan starts, my facial hair will take off and I'll have a nice little beard for Eid.
Cause yeah, everyone says that constant shaving makes hair grow faster and thicker.

That's odd to say the least. I've never heard that comment from a muslims mouth. Non muslim idiots, sure, but I couldn't care less for their opinions. I suggest you do the same.

I never got that from Muslims or non-Muslims. If I were asked about that, then I would just say it's for religious reasons, and then they back off.
Seriously, you can say "religious reasons" to anything and people will believe it.

I've seen and had comments like that from people, even on Islamica, believe it or not.
I think it comes from ignorance, a lack of understanding about the ajr in staying away from the haram.
It is also an indication that the person may be so immersed in Western culture, that they adopt even this attitude of "oh you're a virgin, so you're a loser" that is prevalent in Western societies especially amongst young people.
You should maybe respond "alhamdulillah, to stay away from haram acts is a good thing, not a bad thing" or something like that.
