To the topic at hand- I've always done it in the sink. Doing outside of it confuses me.

I've always just stuck my foot under the water, let it run over it while I ebnt over and washed my feet with my hands.

The wiping over socks/shoes/whatever thing is only if you are unable to remove them for a valid reason. Like if you were wearing a cast or bandages or if it's waaaay too cold and you fear getting sick. :P Otherwise, it's incomplete and not allowed. That's what I've been taught.

And yeah, knee problems probably means you don't have to do that. ^^;
