You don't have to do it though if you feel you are at risk. For example, if the person has vomit or blood on their mouths, (or not even) and you don't have a barrier, you don't need to do rescue breathing. Or if the person is just bleeding and you don't have gloves. It may sound callous, but it's not always a clear cut issue.

I once saw an elderly man tottering down my street - I was bored and staring out my living room window. I noticed he had 2 bags of shopping, could barely stand up straight, and kept having to stop to rest every few paces. When he got to the end of the block in front of the public library there was no wall or railing there to hold onto and he hobbled a pace or two and then just keeled over, right onto his back, right in the middle of the road. There was nobody else around so i ran outside and then a young guy, university student I think - walked past and helped me to get him sitting up on the steps of the library. When asked what he was doing, he said he had to go shoppign because he had no food in the house and there was nobody to go for him. It was really sad because his shopping had spilled out of the bad and all he'd bought was a couple of tins of soup and spam. There was nobody who could pick him up, he didn't want an ambulance, so in the end I just went in the library and told them what had happened and they called a taxi for him to take him home. The young guy who helped said he'd accompany him home and make sure he got inside OK - so I waited till the cab came and then went home.

The term thats used for less people helping when there are more is Diffusion of Responsibility. It was shown in the Jamie Bulgar case and famously in the Kitty Genovese case where a women was stabbed in Kew Gardens in New York over and over again and many people heard her but they thought that someone has already called the police.

I haven't ever come across a person be in trouble but i did call the RSPCC after a dog was run over however he was running across the road

Me:Helo a dog has just been run over!
Rspcc: Ermm okay can you tell us what type of dog it is
Me: errrm it looks liek teh dog form lassy
Rspcc: okay so its a large dog
Me: Yes
Rspcc: OKay are you on your own?
Me: No my friend is with me
Rspcc:Can you corner the dog?
Me: errrm me and my friends are really scared of dogs
Rspcc: okay well then we will send someone down

you don't even have to directly touch the person. as variable alluded to, they make these pocket keychain barrier devices for $5-10 that help avoid vomit, and in this case, direct mouth to mouth contact. you can also stuff some latex gloves in there in case of blood.

but seriously, if it's a person who underwent any sort of spinal injury, I would be careful touching them as you can do more harm than good. paramedics usually respond within 5-6 min. anyway if you're in the city.

i'd ask him whether he/she wanted to pass on a message to anyone he/she knew.

I've wanted to learn firstaid for a while, i would be completely useless in this situation.
