I think there have been short periods in history where small states really have been Islamic, but they are few and far between. Why is that? Lets face it, people run states, and people are not perfect. Even perfect laws will be disregarded, perverted, and poorly implemented by an poor ruler. Just look at Roman history, as a prime example. There were periods in Roman history where people were pretty just with eachother, and then you have Caligula.
