shorts are not haram, so long as they cover from naval to knee. If you're refering to the shorts you wear under shalwar kameez, you're right, they don't wear them, but it's not haram. Islam doesn't require you to wear underwear. That why the kameez has to be long, so that if your nara fails and your pants fall, you're still covered.
