For drugstore: Try Cover Girl Lash exact. Really nice. When you first apply make sure you remove some of the excess. Than apply. I've repeated this step up to 5 times and no clumps. For me it works like the loreal telescopic but it's cheaper. But that might just be me.
Sephora/Higher end brands: Bad Gal Lashes by Benefit work pretty good. The wand is big and realy coates the lashes. CON. It kinda gives you a smudgy top liner. Clinique high-defenition is double sided. One side coates and I guess volumizes the other seperates and lengthans. Bare Minerals makes pretty decent one too. Make the lashes look nice and full.

I've used all of these. Something I've noticed is after you've applied your moisterrizer it leaves your lashes kinda wet. I my experience this gives you a greater chance of clumping.(any one else notice this?!!?) So make sure your lashes are kinda "dry". When your doing you top lashes tilt your head up til you can either see all the way up your nose or until you can get to the very root of the lashes. I like to start in the middle than out. I don't usually do the bottom lashes, but when I do, instead of holding the wand vertically I keep it horizontal and tilt my head down. It's kinda tricky, but works.
