With pants, if it's a sm./med./lg./ex.lg/etc. will it say the waist size on the tag or will I be in for a shock and not know what size to get? Or do they not sell pants in sm.med.etc. sizes?

They don't sell pants in s / m / l / xl sizes, except maybe stuff like track pants or Sk8er-Boi cargo pants ... the really uber-casual stuff.
Otherwise, for normal everyday pants and jeans, it goes by waist and length. Those are the two numbers you'll always see on pants, inside, and often the stores note the number on pre-sales stickers or tabs on the outside of the fabric, when its at the store folded on a shelf or hung up. Its usually a number like 32 / 36 ... or 32 X 36 ... ie. two numbers separated by a slash or by an X. The first number is the waist size in inches, the second is the length [not inseam] also in inches.
Inseam sizes are what you might be inquired about if you go with him to get a proper suit, and if at that time you don't know, just politely ask to have it measured.

Actually that's a pretty average price range for ties.
