Yes, the Pakistani military is very strong. However, they are also fairly demoralized these days. THey are being told to fight their own people, kill other Muslims, something they Pakistani Army wasn't really designed to do. Also, I imagine quite a few people in the Pakistani army sympathize with the "mujahideen" fight for shariah, even if they don't agree with their methods. YOu can see then why the Pakistani army is having a difficult time stamping out these movements in the frontier region, and why they would rather have peace agreements which allow these groups to operate in relative freedom than have all out conflict.
