when i heard Obama debate this issue with McCain he said that healcare reform would be paid for by repealing Bush tax cuts to the rich (in other words through taxes). I think using the increased taxes on the rich to pay for health coverage expansion remains part of Obama's plan. In addition a component of the healthcare reform is a "health surcharge" tax that will also be added to the income tax of wealthy Americans, beyond the tax increase from the Bush tax cuts expiring.
I dont have definitive proof, i'm not going to go find transcripts of the debates but i googled the terms that i mentioned and alot of articles came up that mention both the tax expiration as well as the healthcare surcharge being used to finance obamas plan
