Just because they happen on a yearly basis does not take away the fact that they hold the potential to become a source of great anguish for a poeple. But how does that make it the sole purpose of its occurrence? If it's part of the ecosystem, then that means it serves other purposes, and is going to happen, regardless of whether it affects people or not. Therefore, it isn't the natural event itself, but the fact that people are negatively affected by it, which is the punishment/trial.

So your point about it not being on the level of the punishment meated out on 'Aad and Thamud, is irrelevent. Because it is Allah who chooses how badly it will affect the the people.

If you have "explicit text" in the ayat from the Qur'an or ahadith, which demonstrate that the sole purpose for natural disasters to happen when people are involved is either to try or punish them, then please quote it.
