Ghadab of Allah can come in a number of ways. It can devestate lives by destroying livlihood, or by displacing people, or by the loss of life.
Just because they happen on a yearly basis does not take away the fact that they hold the potential to become a source of great anguish for a poeple. Whenever a regular natural occurance shifts from harmless to harmful to either life or property, then "it is Punishment for the disbleivers and a trial for the beleivers", as pointed out by Umm al-Mu'mineen Aysha.
There is no room for your rationalisation when there is explicit text concerning an issue.
So your point about it not being on the level of the punishment meated out on 'Aad and Thamud, is irrelevent. Because it is Allah who chooses how badly it will affect the the people.
