That doesn't seem to be stopping him from doing so, nor does it seem to be stopping the rest of the government from just sitting by and watching it happen.

It's occuring in the US, otherwise there would be no need for an executive order, like this. It specifically applies to the US, as it says:
"...all property and interests in property that are in the United States, that hereafter come within the United States, or that are or hereafter come within the possession or control of any United States person, including any overseas branch..."
