I've rescued a few pigeons in my life too, including one my cat attempted to kill.

It could be a bit traumatised. Try to keep it in a cat-proof area. Do you have a court-yard?

I kept one in my court-yard, put some water and seeds for it and after a few days it flew away. I was convinced it would die so I asked Allah swt to take it quickly, but Allah swt had other plans and eventually, it recovered.

If it's been traumatised by your cat, it may just need a few days of peace to recuperate. Pigeons I've noticed like to shelter so perhaps find a box that it can step into when it wants to rest.
