I don't find this surprising. An Afghani "princess" once told me how she reminisces the days when Afghanistan was more "modern" and "secular" than Turkey. When most women, she said, felt safe to go out in sleeveless clothes and stylish pants.
It's similar to the case of many Saudi women, who are known to take off their niqaabs, hijabs and abayas the moment the planes land at their destination city. State-imposed modesty is important and necessary, but state-imposed hijab will never allow women to appreciate and understand the meaning and the beauty of hijab.
