It's not that they're hypocritical necessarily, but that religious ideals are very lofty & difficult for normal people to live up to. And most outwardly religious people are just regular people with higher-than-regular ideals.

Anyone who can live up to even a majority of the ideal is obviously going to be a truly amazing person, better than any of us. That doesn't mean that people who fail in one way or another are necessarily "evil," of course (though some obviously are).

This is why we're counseled to avoid situations where even the possibility of sin arises.
