I know you said this in jest, but NATO didn't stop Croatians from engaging in ethnic cleansing after they cleared out the Serbs through their bombing campaigns. Which has lead some to speculate that the entire concern was less with stopping ethnic cleansing and more with revitalizing the NATO alliance in the post-war period. The people who support this proposition base this on the large inactivity of America in other areas.
For example, while the NATO bombing campaign was going on, a major NATO ally, Turkey, was engaging in some really rough tactics against the Kurds in its own territory that many have condemned as ethnic cleansing as well.
