As for Mexicans in the Great Depression, they were kicked out, they were systematically killed. So far as I'm aware, ethnic cleansing does require violence, or it's just relocation.
If you're going to argue that even non-violent relocation, or non-government mandated persecution of minorities is the same as ethnic cleansing, than the Muslim world has a HUGE problem. Be careful with your definitions.

Firstly, a governmental action is still a governmental action, regardless if it is local, state, or federal.
Secondly, the federal government did participate in ethnic cleansing on multiple occasions (such as using the military to forcibly relocate the Indians).
Thirdly, its ethnic cleansing because not only were they kicked out but their property and land were seized after they left.
Fourthly, who says that ethnic cleansing has to be violent?
