Right, but that's not because it's more wrong for women to be unchaste than it is for men, as he seems to be implying. Coupled with divine injunctions about the process of convicting somebody of zina, the logical conclusion here is actually that Allah wanted to prevent violence against women. Because there is a very real threat of violence against women for sexual transgression. Of course, people twist the rules though and that's why honour killings are so pervasive in parts of the Muslim world today.
