Yeah, that sounds like a great idea. Let a 5 year old live however they please, allow them to make decisions about what gender they're going to be. Certainly, they're old enough, responsible enough, and know well enough to do such things.
Anyway, I'd say this society is feminized, but on second thought it's really more like it's neutered.
