Points to note are:

1) The Verse is not telling them to not be be soft with their 'voice', but soft with the 'words' they are speaking.

2) 'Those with a disease in their hearts' are the hypocrite men and women of the time.

And as I have proven it is addressing the wives of the Prophet, and with the above advise which is not to give into the hypocrites with their words.

Please get back to me if you do not understand the above two points about the Verse, but make sure you have studied the arabic Verse beforehand. As I am in the exam period, I might take a little longer than usual to get back to you.
