Big developments are not the problem. But the problem through out history has been people turning away from Allah when they were given wealth and posession. They became ungrateful to the the one who provided them with the good things and forgot Allah.

When people do not fear Allah and only indulge in worldly pleasure without being grateful to Allah, Allah has every right to distroy such a people. But a worse punishment awaits in the Hereafter. However having said that, if I remember correct, the cities destroyed in the Qur'an are where messengers were sent directly to tell them about the existence of Allah.

Muslims are portrayed often as backwards nations. But Dubai seems to prove otherwise. This is a good thing. The attractions in Dubai and the people it draws are a wonderful opportunity to show people the existence of Allah. Those who are given the authority to run wealthy cities must ensure this duty is being done. They should also ensure Quranic morality prevails. Quranic morality means fair opportunities for all people. Good health care, transport and the like and that charity reaches the poor - also corruption such as drinking, gambling and prostitution are not allowed to breed in society.

Many Muslims who have not grasped the true nature of religion or have not grasped true faith frown upon good-standards of living or wealth readily. We must remember that Prophet Sulaiman was given great wealth, but he rendered his thanks to Allah, though being excessively extravagant is not heedfulness of the Hereafter either.

In short, we must not forget Allah and His religion because of wealth. Rather use the wealth to invite people to Allah.
