In my humble opinion, dear brother, we should not say to these hijabis "you might as well take your hijab off." I think they should be advised and cautioned. Remember: a hoey hijabi is better than a hoey non-hijabi. Something is better than nothing.
As for the woman in the article, she is obviously not one of those hoey girls who wears tight clothes. May Allah [swt] reward her for her sincere intention. All actions are judged by intention.
