There are alot of goals. Government overthrows are the main goals as far as I can see. Replacement of arab governments with their own government. Their ideology is basically the state ideology of the "Islamic State in Iraq" in Ramadi, Fallujah, Tal Afar, and other towns in Western Iraq, and their governing methods are the methods by which those towns were administered. Those are the only places I know of where Al-Qaeda ever took a lead role in governing, but ideological allies like the Taliban have held power elsewhere so one can look there too. For the philosophy behind it all, I guess Azzam and so on are the main sources
