They've done that in DC, not in Virginia where I live though. They gave everyone a grace period but after that there's some pretty hefty fines for doing it. I wish they would do it here, you'll see people on their cell phone doing like 40 in a 55 or cutting off an 18-wheeler because they're concentrating on their conversation not the road. It's not even just irritating, it's dangerous.
