So, you telling me that 4% of UK Muslims sympathized with a terrorist attack is really nothing. If it had been 40%, that would have been alarming.

There is a difference between admitting that we had it coming, and flat out praising and celebrating the attacks that day, as many Muslims were doing.
Former President Hoover once stated the day after Pearl Harbor:
"You and I know that this continuous putting pins in rattlesnakes finally got this country bitten."
I have more than enough evidence to believe that a lot of Muslims were clearly happy with what happened with not only on 9/11, but also Beslan, Madrid, London, and Bali.
In fact, on MPACUK's forum, I have witnessed posters based in the UK justifying and glorifying the London bombings and claimed that those Muslims who said to express sadness over 9/11 were "lying".
