There's two types of fardh - fardh 'ayn and fardh kifaya.

Fardh 'ayn is the thing that is obligatory on every single Muslim to perform like praying or fasting. The responsibility falls on the individual.

Fardh kifaya is the thing that is obligatory on Muslims as a community. The responsibility falls on the group, but if there are sufficient individuals within the group that fulfill the duty then the group's responsibility as a whole is met. But if there is insufficient individuals within the group, then the whole group is at fault, at sin, and so on. It relates to things that have a group responsibility like military jihad, establishing a welfare system, and so on.
